Due to the shortage of the 10 Fils stamps of this series [RP194 orange] which were surcharged "Save Palestine"and the availability of large quantities of 8 Fils [RP193 red] the 2 Fils surcharge was overprinted on these 5 Fils stamps so that they could be used in conjunction with the 8 Fils and applied to documents which by law required a minimum of 10 Fils tax. Documents exist which prove this. The overprint is not a single line error as shown in R&P. catalogue.
