Description: After the establishment of local governments in 1945, the founding of states [Länder] was the next step in the political rebuilding of Germany. The speed at which states were founded varied from zone to zone and depended upon the respective Allied occupying power. This process was completed in 1947. The establishment of states in southwestern Germany was especially difficult; at first, three separate states were created: Baden, Württemberg-Hohenzollern, and Württemberg-Baden Within French-occupied Germany, three German states were established: Rheinland Pfalz in the northwest, Württemberg-Hohenzollern in the southeast, and South Baden in the southwest. Württemberg-Hohenzollern and South Baden later formed Baden-Württemberg when they joined with Württemberg-Baden in the American Zone. The French occupation zone initially included the Saar Protectorate, but this was separated on 16 February 1946. By 18 December that year, customs controls were established between the Saar area and Allied-occupied Germany. LMay 8, 1945, the end of the Second World War in Europe, is considered the "zero hour" – the beginning of a new era for the Germans and Germany. The territory of today's Baden-Württemberg was occupied by France and the USA. This was associated with a redesign of the political map: the three old states of Württemberg, Baden and Prussian Hohenzollern became the three new Württemberg-Baden, Baden and Württemberg-Hohenzollern. The unified Baden-Württemberg of today was unthinkable in 1945 At the request of the Allies, Stuttgart's Prime Minister Reinhold Maier invited to a conference on the Hohenneuffen on August 2, 1948. In 1948, politicians and large parts of the society of Württemberg-Hohenzollern and Württemberg-Baden were in favour of a merger of the three states. Only Baden pleaded for restoration within the pre-war borders. The conference, which was attended by more than 50 members of government and parliamentarians from the three countries, nevertheless pursued one goal: rapprochement. On August 2, 1948, representatives of Baden, Württemberg-Hohenzollern and Württemberg-Baden met. The three countries came into being after the occupation of the German southwest by the USA and France. The conference signalled a rapprochement between the three states, at the end of which Baden-Württemberg was standing
